In DC, progress toward marriage equality comes amid anti-equality setbacks
By now you’ve likely watched (or heard about) the ABC News interview with President Obama in which he affirmed his support for family equality and the freedom to marry of same-sex couples.
The President gave us new momentum for passing the Respective for Marriage Act and dumping DOMA. Representative Jerrold Nadler (D-NY08), the bill’s sponsor:

Jo Deutsch, Federal Director for Freedom to Marry, explained why:
It shows a man going from point one — from his own questioning, to talking to family and friends, thinking about his own religious upbringing, from seeing people who are impacted by DOMA — and come to end of that journey and say he is for the freedom to marry. That piece acts as an umbrella over all of what is going on on Capitol Hill. ... Because if President Obama can do it and say he is for the freedom to marry, maybe I can do it too.
We also have new momentum for equality in the military context, first at DOJ, and now at the VA:
The court notice, [filed in Cardona v. Shinseki and] signed by VA General Counsel Will Gunn on behalf of VA Secretary Eric Shinseki, says VA will not fight Fifth Amendment claims based on equal protection under the law brought against DOMA.
The memo also says Shinseki believes DOMA should be subject to a “heightened scrutiny” standard, meaning it is up to defendants to prove the law is justifiable under the constitution, as opposed to the “rational basis” standard, which puts the burden on the law’s opponents to prove there is no rational reason for it to exist.
Unfortunately, much work – and anti-equality forces – remain.
Before the House Armed Services Committee passed its FY13 Defense Authorization bill, it adopted two amendments that purport to “defend” DOMA.
- Section 536 – Provide a “conscience” protection for chaplains and other personnel. Extending to marriage and any other belief regarding the “appropriate and inappropriate expression of human sexuality,” this language will have broad-based discriminatory impact, and it ignores that fact that the military and the First Amendment already provide adequate protections.
- Section 537– Restrict the use of DOD property against performing same-sex marriage ceremonies. Though DOMA remains in place, there is no reason why facilities shouldn’t be available to same-sex couples whose marriages are recognized at the state level.

When FY13 Commerce, Justice, Science appropriations hit the House floor, Amendment 1096 passed, which would withhold funds for any contravention of DOMA, based on the false belief that the government is (or will somehow in the future) start recognizing same-sex marriages. (The Senate has yet to act on either of these proposals, and it remains to be seen what might later happen in conference. The Defense bill is also subject to a veto threat, based in part on Sections 536 and 537.)
And let’s not forget what Speaker Boehner said, that Republicans are “focused in on the economy,” as if equality is somehow a political distraction. Equality is an economic issue. Same-sex couples and LGBT families need and deserve the economic security that the freedom to marry would provide.

(Reuters) - Several Federal Reserve policymakers last month thought the U. S. central bank might need to do more to support the economy if the recovery stumbles, but there was almost no support for extending its "Operation Twist" program, due to end in June.
Minutes of the Fed's most recent policy-setting meeting, released on Wednesday, suggested officials were inclined to stay their current course, given a "moderately" expanding economy and improved labor market conditions.
But while half saw risks to the outlook as broadly balanced, nearly all the rest saw dark clouds on the horizon, both at home and abroad.
"Participants identified several downside risks to the projected pace of economic expansion, including the fiscal and financial strains in the euro area and the possibility of an abrupt fiscal consolidation in the United States, " the minutes said.
Some policymakers, including Fed Chairman Ben Bernanke, have expressed concern over the severe hit the economy would take if politicians do not take steps to postpone some of a raft of spending cuts and tax hikes -- dubbed the "fiscal cliff" - due to take place in January as planned.
Even if the fiscal cliff is averted, policymakers worried that uncertainty over the budgetary path could hold back household and business spending, the minutes suggested.
Those worries may be behind what appeared to be increased support at the April meeting for a third round of quantitative easing, should the recovery sour.
Several members of the Fed's policy-setting committee "indicated that additional monetary policy accommodation could be necessary if the economic recovery lost momentum or the downside risks to the forecast became great enough, " according to the April meeting minutes.
In March, the minutes said a "couple" of members thought more stimulus might be needed. The risks may have increased since the late April meeting.
Government data in early May showed unemployment fell last month, to 8. 1 percent, but only because more people had given up looking for work.
More recently, a political crisis in Greece has sparked worries the debt-laden country could leave the European Union's common currency zone.
"All things considered, the chances of a QE3 are probably a little higher than we previously thought, " Paul Ashworth, chief U. S. economist for Capital Economics, wrote in a note. "But, on balance, we still don't anticipate any Fed action unless the fallout from Greece's exit from the single currency turns out to be more disruptive than we suspect it will. "
Economists in recent days have pegged the chance of a third round of quantitative easing at about 30 percent, according to a Reuters poll.
The Fed has kept short-term interest rates near zero since December 2008 and has bought $2. 3 trillion in long-term securities to shore up a sometimes faltering recovery.

The president of the St. Louis Fed, James Bullard, who is considered a policy centrist, on Wednesday echoed that view, saying he expects the Fed to keep policy on hold until there is a clear change in economic outlook.
He also warned that the main risk to policy is that the central bank over-commits to a super-loose course of action.
Only one participant in the April policy-setting meeting thought the Fed should extend its current bond-buying program, known as Operation Twist, that is due to be completed next month.
That program is designed to push down long-term borrowing costs by adding to the Fed's long-term securities holdings, while selling a like amount of its shorter-term holdings.

Researchers found that of 222 young athletes who suffered a concussion, female athletes
tended to have more symptoms than males. They also scored lower on tests of "visual memory"
-- the ability to recall information about something you've seen.
Meanwhile, high school athletes fared worse on memory tests than college players, and
typically took longer to improve.
For parents, coaches and athletes, the key message is to have patience with concussion
recovery, according to lead researcher Tracey Covassin, an assistant professor at Michigan
State University in East Lansing.
"It's going to take time for your child to fully recover, so don't rush them back into the
sport," Covassin said in an interview.

The findings, which appear in the American Journal of Sports Medicine, are based on 222 high
school and college athletes who suffered a concussion over two years.

Overall, female athletes complained of more symptoms than their male counterparts -- an

And among male athletes, high schoolers also had more problems when researchers tested their
balancing skills.
The study is not the first to suggest that younger brains, or female ones, may need a little
more time to recover from a concussion.
But it adds to evidence that such differences exist -- and that doctors, parents and coaches
should be aware of them, Covassin said.

MORE AWARENESS, MORE CONCERNS
The study comes at a time of rising concern about concussions in young athletes.
While experts say the benefits of exercise and sports surely outweigh the risks of
concussion, young athletes do seem to be sustaining head injuries more often than in years
past.
A recent study found that in 2008, there were five concussions for every 10,000 U.S. high
school athletes who hit the playing field. That was up from just one per 10,000 a decade
earlier (see Reuters Health story of February 25, 2011.)
That's partly because more people are playing contact sports, and young athletes are
training more aggressively at an earlier age. Doctors are also becoming more vigilant about
diagnosing concussions.
The American Academy of Pediatrics (AAP) recommends that young athletes with concussions get
cleared by a doctor before they get back on the playing field.
That assessment -- with tests like those used in the study -- is important to ensure that
the head injury is fully healed, Covassin pointed out.
"It's not like you wake up, and if you don't have a headache anymore, you're OK," she said.

someone takes another blow to the head before a concussion is healed. Second-impact syndrome
can have severe consequences -- including bleeding inside the skull, brain swelling and
death.

need to spot the symptoms, Covassin noted.
The symptoms may not be dramatic. (Contrary to popular belief, concussions usually do not
involve loss of consciousness.) It could be, for example, that your daughter took an elbow
to the head during a basketball game, then has no appetite for dinner that night, according
