The gentrification of the Mission District brought a "gang list" that affected young people in a 60-block radius, limiting their freedom of movement and association. Vicente Garcia used his 2007 Young People For fellowship to organize the community to stop the gang list.

Rafael is a senior at the University of Arkansas, studying Political Science and International Relations. He is the president of Council 761 of the League of United Latin American Citizens (LULAC) at the UofA as well as the Deputy State Director for Young Adults for LULAC Arkansas. Rafael is a founding member of Phi Iota Alpha, Fraternity Inc at the University of Arkansas.
