The gentrification of the Mission District brought a "gang list" that affected young people in a 60-block radius, limiting their freedom of movement and association. Vicente Garcia used his 2007 Young People For fellowship to organize the community to stop the gang list.

Rebecca is a coordinator for numerous programs at the Center for Civic Engagement at the University of Texas at El Paso. The Center for Civic Engagement focuses on getting students involved in their community. With the CCE-UTEP, Rebecca is dedicated to enhancing student learning, promoting civic engagement and improving the El Paso-Cuidad Juárez region, and continuing to develop the CCE-UTEP as a curricular foundation.
